The Merry Thieves is the nickname given to the group of boys Christopher Lightwood, James Herondale, Matthew Fairchild and Thomas Lightwood. The four of them knew each other from childhood and really became a merry band when they attended the Shadowhunter Acadmey together. After school, the families of the boys ended up permanently residing in London, where they found a secret space for themselves in a room in the Devil Tavern.
Belial is a greater demon and a Prince of Hell, namely the prince of necromancers and warlocks. He is Tessa Gray's father, which made her the first Shadowhunter-warlock hybrid. Belial was a part of the original uprising in Heaven started by Lucifer. Part of his punishment was to not be able to walk the Earth in his own form as he had loved humans the most.
